Preservation of the architectural heritage

Municipal support for the preservation of the architectural heritage in Riga

The aim of the co-financing programme is to promote the preservation and restoration of the architectural heritage in the public interest by supporting the preservation of a building, or a part thereof (original windows, doors, decorative or functional structural elements, etc.), in Riga that is open to the public and meets the following conditions:

  • It is a cultural monument of national, regional or local importance (see the list of buildings at mantojums.lv);
  • It is a wooden or brick building built before 1940 and located in one of the following areas (see the list of buildings at atjauno.riga.lv);
    • in the cultural monument protection area;
    • in the historic centre of Riga or its protection area;
    • in the territory of urban construction monuments of national importance;
    • within the limits of the protected areas defined in the urban spatial planning of Riga City.

Co-financing of 50% is granted within the framework of:

  • Large-scale programme – no more than EUR 20,000 for the restoration or renovation of cultural monuments (facades, roofs, gateways). The large-scale programme supports projects for the preservation of the facade and/or roof and all windows if they are visible from external public access areas and the outcome of the renovations will be accessible to the public. The project also applies to the renovation of the above-mentioned structures in various combinations (e.g., facade and roof or two facades). All works are considered as one project, regardless of the reported extent.
  • Small-scale programme – no more than EUR 5,000 for the restoration or renovation of a craft item of an element of a cultural monument (windows, balconies, doors, porches, architectural elements). The small-scale programme applies to preservation of those structural elements of a building that are visible from to the public access area and constitute a part of an element of the architectural and artistic appearance of the building, such as windows, balconies, oriel windows, portals, columns, facade sculptures, etc. Several elements of one building are considered as pertaining to one project.

Main technical documents to be submitted when applying for the large-scale programme:

  • Technical inspection report;
  • Architectural and artistic survey or inventory;
  • Documentation required for the construction;
  • Permission to carry out construction from the State Inspectorate for the Protection of Cultural Monuments or the opinion by a certified architect;
  • Construction work estimate.

Main technical documents to be submitted when applying for the small-scale programme:

  • Architectural and artistic survey or inventory;
  • Opinion by an expert (craftsman, restorer) or building design;
  • Permission to carry out construction from the State Inspectorate for the Protection of Cultural Monuments or the opinion by a certified architect;
  • Work estimate.
