Implementation of energy efficiency improvement measures for apartment buildings at Blaumaņa iela 21, Riga

On 21 January 2020, an agreement was concluded with AS “Attīstības finanšu institūcija ALTUM” on the allocation of EUR 438 914.69 from the European Regional Development Fund (ERDF) for the implementation of energy efficiency improvement measures for apartment buildings at Blaumaņa iela 21, Riga.

The total project cost amounts to EUR 915 127.69, including VAT, and it comprises the construction, construction supervision, author supervision, and project management.

The construction is to be carried out during the construction season of 2020, in accordance with the construction contract concluded on 20 November 2019 with SIA “Bazalts” (construction company Reg. No. 2285-R). The construction period is 12 months, whereas the total construction costs amount to EUR 709 488.26, excluding VAT.

Works to be performed within the project:

  • Façade insulation/restoration
  • Attic flooring insulation
  • Replacement of windows in stairways and apartments
  • Replacement of exterior doors
  • Basement flooring insulation
  • Renovation of the heating system, the heating unit, and the hot water supply system
  • Restoration of the passage
  • Replacement of roofing, renovation of chimney tops, and maintenance of the ventilation system
  • Repair of the stairways
  • Lighting of the façades
  • Territory development (reinforcement of the basement under the yard, repair of the fence, construction of container area, etc.)
  • Installation of a storm water drainage system, etc.

The energy efficiency improvement measures will provide:

  • Heat energy savings of 62.65 kWh/m2 per year
  • Greenhouse gas reductions of 65.541 CO2 eq.T/year

The residential buildings at Blaumaņa iela 21, Riga, were built in 1910 according to a design by the architect Oto Lanckis. They are located in the territory of the urban monument of national significance “Historical Centre of Riga” (State protection No. 7442) and the UNESCO World Heritage Site No. 852 “Historical Centre of Riga”. Therefore, when developing the renovation projects of the apartment buildings, the instructions of the State Inspectorate for Protection of Cultural Monuments regarding the preservation of the cultural and historical monuments – the buildings had to preserve the historical appearance of the façades, windows, doors, shape of the roof – and a number of other conditions had to be taken into account.
